Les propositions de la Fédération Euro-Arménienne présentées à la convention sur l'avenir de l'Europe

Ces 24 et 25 juin, la Convention pour l’Avenir de l’Europe a auditionné la Société Civile au Parlement Européen par le biais de représentants du Forum créé à cet effet. Les ONG présentes à ce forum s’étaient réparties à l’issues de réunions préliminaires en 8 « groupes de contact » portant sur divers thèmes relatifs à la construction européenne.

La Fédération Euro-Arménienne, l’une des premières ONG ayant effectué des propositions concrètes au Forum de la Convention* , a naturellement fait valoir ses opinions au sein des groupes de contact « Culture » et « Droits de l’Homme ». « Nos propositions portent en effet sur des instruments juridiques visant à établir ou à promouvoir les Droits de l’Homme stricto sensu comme par exemple la ratification des statuts de la Cour Pénale Internationale ou l’élaboration d’une juridiction européenne contre l’apologie et la négation des Génocides » précise Laurent Leylekian le
directeur de la Fédération Euro-Arménienne,, « mais aussi sur des avancées en matière de démocratie culturelle à l’instar de la ratification de la Convention Européenne pour la Protection des Minorités ou de la Charte des
Langues Minoritaires ».

Lors des auditions, ces idées directement issues des proposition de la F.E.A.J.D. ont été exprimées devant les Conventionnels par les représentants désignés des groupes de contact, et tout particulièrement par Mme
Laetitia Sédou, représentante de l’Organisation Mondiale Contre la Torture, par Mme Sophia Spiliotopoulos de l’Association des Femmes de l’Europe Méridionale (AFEM) et par M. Bojan Brezigar du Bureau Européen pour les Langues Moins Répandues.

« Nous nous félicitons que la Convention ait pu entendre notre voix. Si les valeurs sous-tendant la Cause Arménienne n’était pas celles de l’Europe, cela n’aurait pas été possible. Pour la même raison, nous pensons que les Conventionnels leurs réserveront un bon accueil et les intégreront dans leur projet global de société » a ajouté Laurent Leylekian.

Par ailleurs, à cette occasion, la Fédération Euro-Arménienne a tenu un stand d’information et de sensibilisation qui a rencontré un vif succès et qui fut un lieu d’échange privilégié avec les Conventionnels et les membres d’autres ONG.

Au-delà de ces journées cruciales des 24 et 25 juin, la Fédération Euro-Arménienne pour la Justice et la Démocratie continuera à œuvrer avec les ONG concernées par ces questions, afin de promouvoir les Droits de l’Homme auprès de la Convention pour l’Avenir de l’Europe.

European Armenian Federation proposals presented at "Convention on the future of Europe" Forum

Brussels, Belgium - The European Armenian Federation presented its views on a series of culturaland human rights issues at a forum of the Convention on the Future of Europe, held on June 24th-25th, reported the European Armenian Federation for Justice and Democracy (formerly ANC Europe). The forum included speakers from a host of non-government organizations (NGO) from throughout Europe discussing matters related to civil society and the future structure of Europe.

During earlier meetings, the NGO’s participating in this forum had created eight contact groups which would deal with various issues relating to the construction of Europe. The European Armenian Federation was one of the first non-government organizations to submit concrete proposals to the Convention on the Future of Europe, discussed and reviewed by the contact groups dealing with cultural issues and human rights.

"Our proposals focussed on certain judicial tools that can be used to establish and promote human rights, including EU ratification of the International Criminal Court status or the drawing up of a European jurisdiction on the defence and the denial of Genocides" explained European Armenian Federation Executive Director Laurent Leylekian. "We also proposed advances in the field of cultural democracy, such with as the ratification of the European Convention for the Protection of Minorities or the Charter for Regional and Minority Languages"

These views, which stem directly from the E.A.F.J.D. proposals, were put forward during the presentations to the Convention’s Members by the spokespersons appointed by the contact groups and in particular by Mrs. Laetitia Sédou, representing the World Organization against Torture (OMCT), Mrs. Sophia Spiliotopoulos from the Southern Europe Women’s Association (AFEM) and by Mr. Bojan Brezigar representing the European Bureau for the Less-Used Languages (EBLUL).

"We were happy to have our proposals heard by the Convention members. If the values underlying the Armenian Cause were not the European values, it would not have been possible. For the same reason, we think that the Convention members will welcome them and integrate them in their global project for society," noted Leylekian.

Also during the meeting, the European Armenian Federation organized an information booth which proved to be an excellent place for an exchange of views between the Convention members and the members of the NGOs.

Following these crucial days this latest forum, the European Armenian Federation for Justice and Democracy will continue working with the NGO’s involved in these issues in order to promote key human rights concerns at the Convention on the Future of Europe.
